Caption: "Portland's city planning commission makes clear what is recognized by city planners everywhere – that most blighted areas of the average city once were the best residential districts. For this reason, they say, districts in which older homes like these pictured right , in Portand's southeast district, are ideal as sites for new development programs financed by private investors. Homes like these can be easily removed, thus lowering cost of acquiring sites.")
