Actually 300-400 feet of altitude" (telephoto lens effect) The use of fixed gear, including seines, to take salmon, trout and steelhead was outlawed by an Oregon initiative in the 1948 general election, and after appeals it became effective September in 1950. Washington state abolished seining in 1935.
